According to organizations and experts, municipal consortiums would be the first step toward complying with legislation and eliminating or reducing the number of open dumps still operating in the country.

The Brazilian Association of Waste and Environment (Abrema) estimates that it is possible to take a shortcut to reduce the number of active dumps in the country — a chronic environmental and social issue.
