What is the National Circular Economy Plan

The National Circular Economy Plan completed its public consultation process on March 19, 2025, receiving contributions from specialists and society in a proposal that aims to change the way Brazil produces and consumes.

National Circular Economy Strategy (ENEC)

The National Circular Economy Plan is a continuation of the National Circular Economy Strategy (ENEC), Decree No. 12,082, established by President Luiz Inácio Lula da Silva as a milestone for the transition from a linear production model to a circular economy model in Brazil.

This action is coordinated by the Ministry of Development, Industry, Commerce, and Services (MDIC), and aims to promote the sustainable use of natural resources, extend the life cycle of products, and significantly reduce waste generation through the creation of an appropriate regulatory environment and the active participation of all sectors of society.

The implementation of ENEC will bring numerous socioeconomic and environmental benefits to Brazil, including:

  • Transition to Circular Economy, encouraging the efficient use of natural resources and the adoption of sustainable practices.
  • Reduction of Pollution and Waste.

ENEC also established the National Circular Economy Forum, responsible for developing the National Circular Economy Plan, defining goals, standards, and indicators for implementing the strategy in the country, ensuring a more sustainable and economically innovative future.

National Circular Economy Plan

The National Circular Economy Plan is a major milestone for waste management and technological and industrial modernization in Brazil.

From February 18 to March 19, a public consultation was open for the participation of productive sectors, academic institutions, civil society, and state and municipal governments.

The public consultation is crucial for the development of the actions outlined in ENEC, ensuring that the national Circular Economy strategies ensure that the guidelines established in the decree are followed, fostering the economy, equality, inclusion, and the sustainability of Brazilian industry.

Based on the analysis of the suggestions received, the National Circular Economy Plan will be revised and improved, after which working groups will be formed to implement the actions through calls for proposals, financing mechanisms, seals, and other instruments that promote the circular economy.

This plan, which should unfold into a national policy, is a key tool for the evolution of a circular and sustainable economy in Brazil, potentially setting new rules and guidelines for companies operating within the country.
